no chicken without beef or no beef without chicken means you cannot have chicken without the beef or you cannot have beef without the chicken. You can either interpret this as the areas where beef and chicken overlap, or any kind of pizza except chicken without beef or beef without chicken- this would include anchovies alone or plain as well.
